With Regard To Commercial Real Estate, What Is A “start”?

I’m analyzing a graph that compares number of permits to number of “starts.” Obviously I know what permits are, and I’m assuming a “start” is ground-break to construction?
Anybody know?

Housing starts refers to the number of houses started in a stated time frame. “Housing starts this month are down to 70 in Jones County,” would meant that only 70 new houses were started that month, which was less than the month before. I just made up the numbers, I have no idea what would be common.
