Look at the local tax accessor/collectors website and you can often find the info you are looking for on there, or they can direct you where to go. Sometimes it's an Appraisal district, but you get the idea. If it was refinanced, then the original leins are no longer on the property, but unless they changed the deed too, it is still owned by the same person.
